Law of the Republic of Belarus "On Appeals of Citizens and Legal Entities"

An electronic appeal is submitted by placing it in a special section "Electronic appeal" on the official website of the Polotsk Regional Executive Committee.

Electronic appeals of citizens, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities by the Polotsk District Executive Committee are considered in accordance with the requirements of the Law of the Republic of Belarus dated July 18, 2011 "On Appeals of Citizens and Legal Entities" (hereinafter - the Law ).

In accordance with the Law, an electronic appeal is stated in Belarusian or Russian.

An electronic appeal of a citizen must contain:

• last name, first name, patronymic or initials of the citizen;
• address of the citizen's place of residence (place of stay);
• statement of the essence of the appeal;
• e-mail address of the citizen.

An electronic appeal of a legal entity must contain:

• full name of the legal entity;
• location of the legal entity;
• statement of the essence of the appeal;
• surname, first name, patronymic of the person authorized to sign the appeal;
• legal entity's email address.

The text of the appeal must be readable. It is not allowed to use obscene or offensive words or expressions in addresses.

Applications should contain information on the results of their previous consideration with an attachment (if any) documents confirming this information.

Electronic applications submitted by representatives of applicants must be accompanied by electronic copies of documents confirming their authority.

Additional documents and (or) information (documents confirming the powers of the applicants' representatives, documents on the results of the previous consideration of applications and other documents and (or) information necessary to resolve the issues set forth in the appeal) may be attached to the electronic appeal. < / p>

In this case, such documents and (or) information must be submitted in the form of files in the following formats: Portable Document Format / A (PDF / A), double format with markup (DOC), Rich Text Format (RTF), text file (TXT ), Open Document Format (ODT), data archiving and compression format (ZIP, RAR), Portable Network Graphics (PNG), Tagged Image File Format (TIFF), Joint Photograph Experts Group (JPEG), Joint Photograph Group (JPG).

Electronic applications must be considered no later than 15 days from the date of registration, and those requiring additional study and verification - no later than 1 month.

Answers (notifications) to electronic requests are sent electronically to the e-mail address indicated in the electronic appeal, or in writing to the address of the place of residence (place of stay) of a citizen or the location of a legal entity in cases established by the Law.

In the event that incoming electronic appeals of similar content from different applicants are massive (more than ten appeals), responses to such appeals can be posted on the official website of the Polotsk District Executive Committee on the global computer network Internet without sending responses (notifications) to applicants.

Left without consideration of the merits of the appeal, which (for which):

• are not written in Belarusian or Russian;
• do not contain the last name, first name, patronymic, residence address (place of stay) of the citizen;
• do not contain the full name of the legal entity and the address of its place location, surname, first name, patronymic of the head or the person authorized in the prescribed manner to sign appeals (for legal entities);
• contain text that cannot be read;
• contain obscene or offensive words or expressions; < br /> • are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation determining the order of the administrative process, legislation on administrative procedures, or in accordance with legislative acts, a different procedure for submission and consideration is established such appeals;
• contain questions that are not related to the competence of the Polotsk District Executive Committee;
• a repeated appeal has been submitted, if it has already been considered on the merits and it does not contain new circumstances relevant to the consideration of the appeal on the merits;
• the correspondence with the applicant on the addressing questions.

Applicants have the right to withdraw an electronic appeal by submitting a written application or sending an application in electronic form in the same way as the electronic appeal was sent.

The organization's response to the appeal or the decision to leave the appeal without consideration on the merits can be appealed to a higher organization.

The response of the organization to the appeal or the decision to leave the appeal without consideration on the merits after appeal to a higher organization can be appealed in court in the manner prescribed by law.

The response to a complaint to a higher organization may be appealed to the court if, when considering this complaint, a new decision is made that falls within the competence of the respective higher organization.

The response to the appeal or the decision to leave the appeal without consideration on the merits of an organization that does not have a superior organization, as well as an individual entrepreneur, may be appealed in court in the manner prescribed by law.
