Lukashenko defines possible powers of Belarusian People's Congress

Belarus President Aleksandr Lukashenko spoke about possible powers of the Belarusian People's Congress during an expanded session of the Constitutional Commission on 28 September, BelTA has learned.

According to Aleksandr Lukashenko, the Belarusian People's Congress may be vested with the ability to compose the Central Election Commission. Contemplating the possibility, he said: “Why shouldn't the Belarusian People's Congress take care of it? The Belarusian People's Congress where the president is should determine the composition of the Central Election Commission”.

The formation of the Constitutional Court may be another function of the Belarusian People's Congress, the head of state believes: “Why shouldn't the Belarusian People's Congress take care of that? It should determine the composition [of the court]”.

Apart from that, the Belarusian People's Congress should provide public oversight over decisions made by the new head of state once he is elected. “He will understand that if he does something wrong, then he will be criticized by at least the Belarusian People's Congress and the word will reach the general public. In other words, the president will become not exactly dependent but more responsible before people's deputies,” Aleksandr Lukashenko pointed out.

It will allow observing the fundamental principle of checks and balances in the new government system that the draft Constitution will stipulate. “It is necessary to define functions, authority, and the Belarusian People's Congress itself depending on the practice and on the life we live today. There is no need to give it extraneous functions. Otherwise, we will ruin the existing government system that relies on the presidential republic (it has to stay),” Aleksandr Lukashenko stated.
