The bill was passed by the House of Representatives on 1 November 2023, and approved by the Council of the Republic on 22 November 2023.
The Council of Ministers is instructed to take measures necessary to formalize Belarus' participation in the memorandum.
In particular, Belarus undertakes to comply with the goals and principles of the SCO Charter of 7 June 2002, the provisions of the Treaty on Long-Term Good Neighborliness, Friendship and Cooperation of the SCO member states of 16 August 2007, as well as international treaties and documents adopted within the SCO framework.
