Performance named main criterion in personnel assessment

Performance is the main criterion in personnel assessment, Belarusian President Aleksandr Lukashenko said at a meeting held on 16 June to discuss improvements to the country's personnel management policy, BelTA has learned.

“This is, by the way, our big shortcoming (and mine, too). We start listening to all sorts of reports. And if the administration fails to work or do something, then the government has developed a habit, from my point of view, of speaking beautifully while presenting the information, explaining, and trying to prove to me that something is impossible,” Aleksandr Lukashenko said.

“You just don't understand who you are dealing with. I have enough experience. I have personally defined the criteria. Do not try to prove anything to me here. Performance is the main thing in personnel assessment. If there is an instruction to implement one investment project in each district, then do it. If you fail to implement it, you have nothing to do there,” the president stressed. “They say to me the chairperson of the district executive committee is not up to the job a little. They say they will give him a reprimand and re-educate him. Listen, what are you talking about? Who are you going to re-educate? He is in his 40s, 50s, and you want to re-educate him. If the person holds such a position (this also applies to governors, members of the government - all officials), and if this person does not produce results, what do you expect from him? The further it goes, the worse it will be.”

He cited the work to launch the production of ammunition in the country as an example. The president was initially reported that it would be very difficult to implement. The head of state made instructions to look into the issue carefully, and such work resulted in the successful implementation of the task.

“What's the matter? I'm not comparing Grodno and Brest with Vitebsk. Who guarantees to [Grodno Oblast Governor Vladimir] Karanik that tomorrow all his equipment and he himself will not be transferred to Vitebsk to provide support there? Why are you hesitating? I need results, especially in a critical situation,” the head of state demanded. “The situation in agriculture may not be critical, but is very complicated. Next week we are going to listen to the government's ideas to solve the situation in agriculture.”

“It is just one of the examples. You need to understand that looking at the country, I assess the personnel's performance. We need progress here. What are you waiting for? We need no perfect reports. We need results, performance. This is the criterion we are going to use to assess the personnel,” Aleksandr Lukashenko said.
